Isn't it better to just buy MSDS authoring software?

Is it better to standardize MSDS or have them scanned?

It depends upon your needs and whether they are vendor MSDS or are created with your company name as the manufacturer.  Another factor is whether you will be translating the MSDS.  It is much more cost effective to standardize your MSDS when you plan to translate them into 2 or more languages.  This also saves you on revision expense.
